I feel like the no response button is kinda useless if that's not what it does.

That button indicates that we have received your report and have nothing to say about it. On the user's profile page listing reports, it changes the status from "pending" to "no response".
This can be used in a case where there isn't actually any action that needs to be taken, a website where admins don't want to emphasize reports, etc. If your website doesn't have a reason to use it, you can ignore the button.
